Finance Minister Purbaya Yudhi Sadewa has prepared five quick win programs specifically aimed at boosting tax revenues before the end of 2025.
As of August 2025, tax revenue realization stood at Rp 1,330.4 trillion, representing only 55.7% of the target of Rp 2,387.3 trillion. This figure is also 3.6% lower compared to August 2024, when revenue reached Rp 1,379.8 trillion.
“These measures are intended to improve state revenue performance, including tax collection, which has recently been contracting,” Purbaya said during the September 2025 State Budget press briefing, Friday (Sept 26, 2025).
The first program, according to Purbaya, is to accelerate economic growth in order to raise tax contributions. One strategy is to increase the circulation of base money or M0 by reallocating Rp 200 trillion in idle government funds at Bank Indonesia into five state-owned banks.
“This will automatically improve tax receipts. I intend to increase revenue not by raising tax rates, but by stimulating economic activity so that tax collections grow. People won’t feel burdened—when the economy grows strongly, paying taxes will even feel easier, perhaps even enjoyable,” he explained.
The second quick win program is to pursue overdue tax payments from around 200 taxpayers, with a total outstanding value of Rp 60 trillion. He stressed that these delinquent taxpayers would be required to commit to settling their tax debts this week.
“And they won’t be able to escape. We are also enforcing compliance rigorously, in cooperation with the Attorney General’s Office, the Police, the Corruption Eradication Commission (KPK), and the Financial Transaction Reports and Analysis Center (PPATK),” he elaborated.
The third initiative, Purbaya said, is to ensure resolution of problems with the core tax administration system, which has been officially in place since January 1, 2025. He even plans to bring in international IT experts to fix the system.
“Basically, I will review the core tax system, identify the causes of delays, and resolve them quickly. It should be fixable within one month. Since the issue is primarily IT-related, I will bring in top foreign specialists to address it swiftly,” Purbaya stated.
The fourth program involves strengthening enforcement against illegal cigarettes. He assured that under his leadership, such products—including those smuggled from China—would no longer circulate in Indonesia, whether via online marketplaces, convenience stores, or green-channel customs routes.
“If irregularities are found, many individuals will soon be exposed. Anyone involved, whether from customs or the finance ministry itself, will be dealt with firmly,” he emphasized.
The fifth program focuses on expediting state spending, which has often been sluggish in several ministries and agencies. According to him, accelerating government expenditure through various economic stimulus measures and priority programs initiated by President Prabowo Subianto should help sustain public purchasing power, encourage consumption, and improve tax compliance.
“These are the short-term quick wins we will design over the next month,” Purbaya concluded.
