The Minister of Finance, Sri Mulyani Indrawati, has issued a regulation, Ministry of Finance Regulation Number 30 of 2025 (PMK No. 30/2025), increasing the export levy (PE) on crude palm oil (CPO) from 7.5% to 10%. This policy came into effect on May 17, 2025. The new regulation was established on May 5, 2025, and officially promulgated on May 14, 2025.
According to PMK No. 30/2025 regarding the service tariffs of the Public Service Agency of the Plantation Fund Management Agency (BLU BPDP) under the Ministry of Finance, Sri Mulyani stated that the increase in the CPO export levy aims to boost the productivity of plantation products and add value to downstream products at the farmer level.
The regulation notes that there is a need to adjust the plantation fund levy on the export of plantation commodities and/or their derivatives by regulating the service tariffs for goods or services provided by BLU BPDP within the Ministry of Finance.
Article 1 of PMK No. 30/2025 explains that the BLU BPDP service tariff at the Ministry of Finance is the compensation for the services rendered by BLU BPDP. Furthermore, the service tariff refers to the plantation fund levy on the export of palm oil, CPO, and/or its derivative products, which is called the levy tariff. This levy tariff is set based on the reference price (HR) of CPO.
Meanwhile, the CPO reference price refers to the price set by the minister responsible for trade affairs. The regulation further clarifies that the levy tariff applies to plantation business actors who export plantation commodities and/or their derivatives, industrial players using plantation raw materials, and exporters of plantation commodities and/or their derivatives.
The levy tariff imposed on business actors and exporters is paid in Indonesian rupiah using the exchange rate applicable at the time of payment. This exchange rate will be determined by the Minister of Finance through a decree that serves as the basis for settling import duties, value-added tax on goods and services, luxury goods sales tax, export duties, and income tax.
Moreover, the procedures for imposing the levy tariff are regulated by the Director General of the Public Service Agency of the Plantation Fund Management Agency under the Ministry of Finance, as stated in Article 7 paragraph (4) of the regulation.
