Layoffs Surge to 24,000 Cases by April 2025, Government to Form Special Task Force

The wave of layoffs that occurred between January and April 2025 has raised concerns over national economic stability. According to data from the Ministry of Manpower, a total of 24,036 workers were laid off during the first four months of the year. The manufacturing sector has been the most affected.

 

Key Drivers of the Layoff Wave

Minister of Manpower Yassierli revealed several factors contributing to the rise in layoffs. These include declining demand in both domestic and global markets, industrial relocation for cost-efficiency, and a shift in business models increasingly reliant on automation and digitalization.

 

Regional and Sectoral Distribution of Impact

Central Java recorded the highest number of layoffs, with 10,692 cases, followed by Jakarta with 4,649 cases and Riau Province with 3,546 cases. Sector-wise, the manufacturing industry, wholesale and retail trade, and other service industries have been the most severely impacted by the layoff wave.

 

Government Measures and Upcoming Challenges

In response to this labor crisis, the government is planning to establish a Layoff Task Force (Satgas PHK) to monitor and manage layoff cases more efficiently and systematically. Nevertheless, significant challenges lie ahead—particularly in generating new employment opportunities to absorb the workforce displaced by digital transformation and automation.

 

The upward trend in layoffs through April 2025 reflects deep-rooted structural challenges within the national economy as it navigates the era of digitalization and globalization.
