Ministry of Energy and Mineral Resources Clarifies LPG 3 Kg Retailer Issue Starting February 1, 2025

The Ministry of Energy and Mineral Resources (ESDM) has clarified the issue regarding retailers no longer being able to obtain LPG 3 kg distribution from Pertamina starting on February 1, 2025. Deputy Minister of ESDM, Yuliot Tanjung, emphasized that LPG 3 kg retailers will not disappear entirely. They will still be able to receive supplies and sell the subsidized gas cylinders, but under new regulations.

Starting February 1, 2025, the sale of 3-kilogram LPG gas will no longer be conducted through retailers. According to Yuliot, retailers can still sell subsidized LPG, but they must be registered as an official depot or sub-distributor of Pertamina.

"So, we are turning retailers into depots. They must first register their company’s identification number," said Yuliot in Jakarta, Friday, January 31, 2025.

He further explained that retailers wishing to become sub-distributors can register through the Online Single Submission (OSS) system to obtain a Business Identification Number (NIB). The registration to become an official sub-distributor is open not only for companies but also for individual retailers.

"If a retailer wants to become a depot, individuals can also register," he added.

This new distribution policy for LPG 3 kg without retailers has been outlined in the Ministry of ESDM's Decree Number 37 of 2023 regarding Technical Guidelines for the Distribution of Specific Refilled Liquefied Petroleum Gas (LPG) Targeted Correctly. According to the regulation, the sale of 3 kg LPG can only be done by sub-distributors who possess an NIB. Pertamina, as the business entity responsible for distributing 3 kg LPG, is also required to report the list of sub-distributors to the Directorate General of Oil and Gas of the Ministry of ESDM.
