DIGIVESTASI - Korea Utara and Russia Agree to Mutual Military Assistance Against Aggression. Korea Utara (North Korea) and Russia have agreed to provide mutual military assistance if either faces armed aggression. This agreement was signed by Russian President Vladimir Putin and North Korean Leader Kim Jong Un during Putin's first visit to Pyongyang in the last 24 years.

According to article 4 of the agreement, "If one of the parties faces armed invasion and is in a state of war, the other party will immediately use all available means to provide military assistance and other assistance in accordance with Article 51 of the UN Charter and the laws of each country." Article 51 of the UN Charter stipulates the right of member states to take actions in self-defense, both individually and collectively.

This agreement is seen as a revival of the previous joint defense agreement based on the 1961 treaty between the two countries, which was later canceled in 1990 when the Soviet Union established diplomatic relations with South Korea. The comprehensive strategic partnership agreement signed by both leaders on Wednesday (June 19) is also one of the most significant steps in Asia taken by Russia in recent years.

The agreement comes amid increasing international isolation against both countries, as well as growing concerns from the United States and its Asian allies regarding Russia's support for North Korea, the only country to have tested nuclear weapons in this century. Kim Jong Un echoed Putin's statements linking the deep relationship between the two countries to efforts against Western "hegemonic and imperialist" policies, particularly those of the United States, including support for Ukraine.

According to North Korea's state news agency KCNA, the agreement states that neither party will enter into any agreement with a third country that goes against the interests of the other party. Russia and North Korea also agreed not to allow their territories to be used by any country to threaten the security and sovereignty of other countries. Both nations will also take joint actions aimed at strengthening defense to prevent war and ensure regional and international peace and security.
