Indonesia Disburses $5 Billion in Social Aid in H1, Just 57% of 2025 Target

Finance Minister Sri Mulyani Indrawati reported that the realized budget for social assistance programs reached IDR 78 trillion in the first semester of 2025. This figure represents 57.7% of the total social assistance budget set in the 2025 State Budget (APBN). It also reflects a 2.9% increase compared to IDR 75.8 trillion in the same period last year.

 

"The social assistance budget realization stands at IDR 78 trillion, marking a 2.9% rise from the previous year. This funding goes directly to those in greatest need and is sourced from the State Budget," said Sri Mulyani during a working meeting with the House of Representatives’ Budget Committee, quoted on Thursday (July 3, 2025).

 

In detail, the social assistance budget was allocated across six main programs. First, the Family Hope Program (PKH) received an allocation of IDR 13.1 trillion. Second, the food assistance card program was allocated IDR 25.9 trillion. Third, the Health Insurance Contribution Assistance (PBI JKN) program received IDR 23.2 trillion.

 

Fourth, the Smart Indonesia Program (PIP) was allocated IDR 6.6 trillion. Fifth, the Indonesia Smart Card program received IDR 7.8 trillion. Sixth, the budget for social assistance related to rehabilitation and disaster emergency response stood at IDR 1.4 trillion.

 

As for the broader government spending, the realization of national expenditures in the first half of 2025 amounted to IDR 1,407.1 trillion. This corresponds to 38.8% of the 2025 APBN target of IDR 3,621.3 trillion. It also represents an increase of 0.65% compared to IDR 1,398 trillion realized in the same period the previous year.

 

Government spending consists of two major components. First, central government expenditure totaled IDR 1,006.5 trillion, comprising IDR 475 trillion for ministry and agency spending, and IDR 531.5 trillion for non-ministry/non-agency spending. Second, there was a transfer to regional governments (TKD) amounting to IDR 400.6 trillion.
