The Indonesian government, through the Ministry of Finance, has reported that revenue generated from the digital economy sector reached Rp34.91 trillion as of the end of March 2025. This amount was derived from several tax sources: Value Added Tax (VAT) on Electronic-Based Trade (PMSE) amounting to Rp27.48 trillion, cryptocurrency tax of Rp1.2 trillion, financial technology (fintech/P2P lending) tax of Rp3.28 trillion, and taxes collected by third parties on the procurement of goods and/or services via the Government Procurement Information System (SIPP tax) totaling Rp2.94 trillion.
As of March 2025, the government has appointed 211 PMSE business entities as VAT collectors. In March 2025, one correction or revision was made to the list of VAT collectors, which involved Zoom Communications, Inc.
Out of the designated collectors, 190 PMSE entities have already carried out their VAT collection and remittance obligations, contributing a total of Rp27.48 trillion in VAT from PMSE activities.
“This amount includes Rp731.4 billion collected in 2020, Rp3.90 trillion in 2021, Rp5.51 trillion in 2022, Rp6.76 trillion in 2023, Rp8.44 trillion in 2024, and Rp2.14 trillion in 2025,” stated Dwi Astuti, Director of Counseling, Services, and Public Relations, as quoted on Wednesday (May 7, 2025).
Meanwhile, tax revenues from cryptocurrency transactions have accumulated to Rp1.2 trillion by March 2025. This includes Rp246.45 billion from 2022, Rp220.83 billion from 2023, Rp620.4 billion from 2024, and Rp115.1 billion from 2025.
The crypto tax revenue comprises Rp560.61 billion in income tax (PPh 22) from crypto sales on exchanges and Rp642.17 billion in domestic VAT from crypto purchases on exchanges.
The fintech sector (specifically peer-to-peer lending) has also contributed Rp3.28 trillion in tax revenue up to March 2025. This revenue includes Rp446.39 billion in 2022, Rp1.11 trillion in 2023, Rp1.48 trillion in 2024, and Rp241.88 billion in 2025.
This fintech-related tax revenue consists of Rp834.63 billion in income tax (PPh 23) from loan interest earned by domestic taxpayers and permanent establishments, Rp720.74 billion in income tax (PPh 26) from loan interest received by foreign taxpayers, and Rp1.72 trillion in domestic VAT from periodic deposits.
